APPLICANT REQUESTS THAT:

1.  His DD Form 214, Armed Forces of the United Sates Report of 
Transfer or Discharge, be corrected to reflect his Temporary 
Duty (TDY) in Southeast Asia.

2.  His AF Form 7, Airman Military Record, be corrected to 
reflect boots-on-the-ground at Cam Rahn Bay, Republic of Vietnam 
from 7 May 1969 to 26 October 1969. 


APPLICANT CONTENDS THAT:

He was stationed at Cam Rahn Bay, Republic of Vietnam, from 
7 May 1969 to 26 October 1969.

The applicant provides no rationale as to why his failure to 
timely file should be waived in the interest of justice.

In support of his requests, the applicant provides copies of his 
DD Form 214 and AF Form 7.

STATEMENT OF FACTS:

The applicant served in the Regular Air Force from 23 November 
1966 to 19 November 1970.  He served 1 year, 11 months and 
24 days of Foreign and/or Sea Service.

In a letter to the applicant dated 22 May 2014, AFPC/DPAPP 
advised the applicant that they verified and confirmed that he 
had boots on the ground Foreign Service time at Anderson Air 
Force Base, Guam, from 25 July 1967 to 26 January 1969, for 
1 year, 6 months and 2 days and Cam Rahn Bay Air Base, Republic 
of Vietnam, from 5 May 1969 to 25 October 1969, for 5 months and 
22 days, for a combined total Foreign Service of 1 year, 
11 months, 24 days.  The amount of Foreign Service time 
reflected on his DD Form 214 is correct.  The letter also stated 
that specific locations are not annotated on a member's DD Form 
214.  As such, he was advised to use their letter as proof of 
“boots on ground” for Guam and the Republic of Vietnam.


AIR FORCE EVALUATION:

AFPC/DPSIRP recommends denial.  The Air Force Form 7 is an 
obsolete document and as such cannot be updated.  If the source 
documents for the information the applicant is requesting to be 
updated are available in his official military personnel record, 
that documentation would suffice as proof of the action without 
updating the Air Force Form 7.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

On 8 Aug 2012, a copy of the Air Force evaluation was forwarded 
to the applicant for review and comment within 30 days.  As of 
this date, no response has been received by this office 
(Exhibit D).


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  We note the 
applicant requests his DD Form 214 and AF Form 7 be corrected to 
reflect his TDY in Southeast Asia.  However, as pointed out in 
DPAPP’s letter dated 22 May 2014, the amount of Foreign Service 
time reflected on his DD Form 214 is correct and specific 
locations are not annotated on the DD Form 214.  Therefore, we 
agree with the opinion and recommendation of the Air Force 
offices of primary responsibility and adopt the rationale 
expressed as the basis for our conclusion the applicant has not 
been the victim of an error or injustice.  In the absence of 
evidence to the contrary, we find no basis to recommend granting 
the relief sought in this application.


THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
